This independent review of the MCE proposal was organized and conducted by a subcommittee of Marin County city managers in order to test assumptions used in developing the Marin Clean Energy proposal, including the Marin CCA Business Plan, the critique of the Business Plan by PG&E, and the peer review of the Business Plan by JBS Consulting. As required by AB 117, in order to implement a CCA program an Implementation Plan must be submitted to the California Public Utilities Commission. ThisImplementation Plan was approved by the MEA Board of Direcotrs on December 3, 2009 and submitted tot he CPUC on December 4. |

On January 7, 2010, this final response to the Grand Jury Report on Marin Clean Energy was approved by the MEA Board of Directors at a regular meeting of the Board on January 7, 2010. |
